You will not receive any printed publication by mail; you will need a desktop computer (not a tablet or phone) to complete the forms, and access to a printer in order to print them. You should not purchase this handbook if you do not have a way to download and print.

Refunds will only be given if the PDF has not been downloaded from your account, or if you are later found to be eligible for our services. If you qualify for our services, the fee will be waived.

If you have already successfully downloaded the publication and are not eligible for our services, you will not be refunded for your purchases.
